Designation of on the ground work shall be done as promptly as feasible unless it is agreed that the location of such work can be established without marking on the ground. During periods of accelerated water runoff, especially during the spring runoff and periods of heavy rainfall, shall inspect and open culverts and drainage structures, construct special cross ditches for road runoff, and take other reasonable measures needed to prevent soil erosion and siltation of streams. When operations are active, erosion control work will be kept current and will be completed as soon as practicable.
