Engineer of Record (EOR). The Engineer noted on the Construction plans as the responsible person for the design and preparation of the plans. Consultant: The Consulting firm under contract to the County for administration of Construction Engineering and Inspection Services. Agreement: The Professional Services Agreement between the County and the Consultant setting forth the obligations of the parties thereto, including but not limited to the performance of the work, furnishing of services, and the basis of payment.
