Earth-Moving Activities definition
Earth-Moving Activities means activities that include, but are not limited to, grading, earth cutting and filling operations, loading or unloading of dirt or bulk materials, adding to or removing bulk materials from open storage piles, or soil mulching.
Earth-Moving Activities. : This means the use of any equipment for any activity where soil is being moved or uncovered, and shall include, but not be limited to the following: grading, earth cutting and filling operations, loading and unloading of dirt, adding to or removing from open storage piles, landfill operations, mining operations, and weed abatement operations.

More Definitions of Earth-Moving Activities
Earth-Moving Activities means any activity, whether by mechanical or manual means, that involves the removal, movement, placement or displacement of more than a de minimis amount of soil. Examples of earth moving activities include, but are not limited to, excavation, digging, filling, grading, mechanized land clearing, side casting, and dredging. For purposes of this Consent Decree, earth moving activities do not include re-paving (but do include widening) already paved roads or driveways or planting or farming activities that occur at least
