County population expenditure target amount means the product of the statewide per capita expenditure target amount multiplied by a county’s general population.
Expenditure minimum means:
Annual Balanced Budget means that, in each Funding Year of the term of this Agreement, the total revenues of the HSP are greater than or equal to the total expenses, from all sources, of the HSP;
