Councilman and "Member of the Council" shall mean a person elected to the office of Councilman as provided in this Charter and shall include the Mayor.

Councilman and "member of council" means a person elected to the office of councilman as provided in this Charter, and shall include the mayor. "Nonpartisan" means without any designation of candidates as members or candidates of any state or national political party or organization;
