Cooperative purchasing can occur through interlocal agreements, state contracts, piggybacking, and joint purchases.
As used in this article, unless the context clearly indicates otherwise: (1) "Cooperative purchasing" means procurement conducted by, or on behalf of, more than one public procurement unit, or by a public procurement unit with an external procurement activity.
Cooperative purchasing occurs when two or more governmental entities coordinate some or all purchasing efforts to reduce administrative costs, take advantage of quantity discounts, share specifications, and create a heightened awareness of legal requirements.
