COOM Electronic Purchase Order. “Crown” means a form for the supply of Contingent Labour Workers (in a format identified by Network Rail from time to time); means the government of the United Kingdom (including the Northern Ireland Executive Committee and Northern Ireland Departments, the Scottish Government and the National Assembly for Wales), including, but not limited to, government ministers, government departments, government and particular bodies and government agencies
