Comprehensive Compliance Assessment’ means an assessment conducted by DHS to determine whether: a penalty should be applied to a Participant (Mutual Obligation) who wilfully and persistently fails to meet their obligations under their Job Plan; or the Participant (Mutual Obligation) requires additional assistance in order to comply.
