Completion of the selection process definition

Completion of the selection process means the Council has “completed its evaluation and has ranked the responses.” Council Contracts & Procurement staff open and preliminarily “rank” the bids, but the Council’s bid evaluation, ranking and selection process is not completed until the governing body of the Council (or the awarding authority) has: (a) had an opportunity to consider the evaluation data and accepted the bid of the lowest responsible bidder; or (b) rejected all bids.2 When the bid of the lowest responsible bidder is accepted, all remaining data submitted by all bidders are public except trade secret data.
Completion of the selection process means that WLSSD has completed its evaluation and ranked the responses.
