Communal Grounds means the areas and amenities on the Development available for use in common by the tenants, owners and occupiers of all of the Flats in the Development and all persons expressly or by implication authorised by them including staircases, paths, roadways, gardens, passages, yards and areas designated for the keeping and collecting of refuse
