Commercial fireworks definition

Commercial fireworks means large firework devices that are explosive materials intended for use in firework displays and designed to produce visible or audible effects by combustion, deflagration, or detonation, as set forth in 27 CFR 555, 49 CFR 172, and APA Standard 87-1, Standard for the Construction and Approval for Transportation of Fireworks, Novelties, and Theatrical Pyrotechnics.
Commercial fireworks means any substance or combination of substances or article prepared for the purpose of producing a visible or an audible effect by combustion, explosion, deflagration or detonation, and includes blank cartridges, toy cannons and toy canes in which explosives are used, any type of balloon which requires fire underneath to propel it, firecrackers, torpedoes, skyrockets, Roman candles, daygo bombs, or other fireworks of like construction, and any fireworks containing any explosive or inflammable compound, or any tablet or other device containing any explosive substance and commonly used as fireworks. The term "fireworks" shall not include those devises defined below as “Consumer Fireworks”.
