Co-Lead Agency definition
Co-Lead Agency means the agency identified under Section V(b) of this MOU, which, along with DOE, will serve as a Lead Agency as defined in CEQ’s regulations implementing the National Environmental Policy Act (NEPA), see 40 C.F.R. § 1508.1, and will carry out additional responsibilities identified in this MOU.
Co-Lead Agency means that two departments or agencies acting in partnership to prepare a CEQA document. One of the two agencies may have some greater responsibility, however to the extent possible the two agencies act as one. The intent is to streamline and coordinate the environmental review process particularly where both agencies are required to consider permitting or approving a project. For example, the County and the Air Pollution District, or the County and LAFCO, could be co-lead agencies.
