Build-Transfer-Operate (BTO) definition

Build-Transfer-Operate (BTO) means a Build-Transfer-Operate contract to build a facility; after the completion of the constructed facility, the investor shall transfer such facility to the Implementing Government Agency and shall have the right to commercially operate such facility for a fixed term.
