All weather surface means asphaltic concrete pavement conforming to the requirements of the “City of Tacoma Department of Public Works General Specifications for Street and Sewer Construction (Requirements for Private Permits − January 1963),” or as hereafter amended, with a standard thickness of three inches unless otherwise specified by the City Engineer, or portland cement concrete pavement conforming to the requirements of the “City of Tacoma Department of Public Works General Specifications for Street and Sewer Construction (Requirements for Private Permits − January 1963),” or as hereinafter amended, with a standard thickness of six inches unless otherwise specified by the City Engineer.
