Active Mobile Numbers means at a specified date, a mobile cellular number, including analog and digital cellular and personal communications services, that (a) incurred current charges in the billing cycle immediately prior to the specified date, and (b) at the specified date, had a past due balance no greater than eighty-nine (89) days measured from the invoice date.
