Trust can only be regained through full elucidation and recognition of the truth. • Reparations for the victims: Victims have the right to be compensated for the injury and loss suffered because of the conflict. Restoring victims’ rights and changing their lives for the better, in an end-of-conflict scenario, is a fundamental aspect of building a stable and long- lasting peace. • Guarantees of protection and security: Protecting the lives and the personal integrity of the victims is the first step towards realisation of their other rights. • Guarantees of non-recurrence: The end of the conflict and the implementation of the reforms ensuing from the Final Agreement are the main guarantee of non-recurrence and the way to ensure that there will be no further generations of victims. The measures adopted both in Chapter 5 and in the other items of the Agenda should be aimed at guaranteeing non- recurrence in order to ensure that no Colombian will ever become a victim or face the risk of becoming one again.
