(4) SOVIET-ERA DEBT.—The term Soviet-era debt’ means debt owed as a result of loans or credits pro- vided by the United States (or any agency of the United States) to the Union of Soviet Socialist Re- publics under the Lend Lease Act of 1941 [former 22 U.S.C. 411 et seq.] or the Commodity Credit Corpora- tion Charter Act [15 U.S.C. 714 et seq.].
