The State Higher Education Act (Landeshochschulgesetz) stipulates in § 38, clause 5 that for all doctoral procedures a supervision agreement (Promotionsvereinbarung) between the doctoral student and the supervisor has to be issued. This requirement is also implemented in § 4, clause 1d of the interfaculty doctoral regulations of the Graduate Training Centre of Neuroscience (GTC).
