This Safe Harbor Agreement (Agreement) is made and entered into on the day of , 200_, by and among the Nevada Department of Wildlife (Department); the U.S. Department of the Interior, Fish and Wildlife Service (Service); hereinafter collectively called the "Parties." This Agreement will serve as a programmatic safe harbor agreement under which individual landowners (ACooperators@) will be enrolled through Cooperative Agreements. This Agreement follows the Service's Safe Harbor Agreement final policy (FR 64:32717) and final regulations (FR 64:32706), and implements the intent of the Parties to follow the procedural and substantive requirements of section 10(a)(l)(A) of the Endangered Species Act (ESA). The State of Nevada enters into this agreement under authority of NRS ' 501.351.

This Programmatic Safe Harbor Agreement (Agreement) between the Oregon Department of Forestry (ODF), the Natural Resources Conservation Service (NRCS), and the U.S. Fish and Wildlife Service (Service) is intended to benefit the federally-listed northern spotted owl (Strix occidentalis caurina).
