Through the North American Agreement on Environmental Cooperation (NAAEC), Canada, Mexico and the United States recognized the interrelationship of their environments and committed to high levels of environmental protection, as well as to increasing cooperation among themselves to foster the protection and improvement of the environment in their territories for the well-being of present and future generations (Preamble, Articles 1 (a), (j)).

Over the almost 20 years of its existence, the Commission for Environmental Cooperation (CEC) has been instrumental in expanding public access to information on the release of pollutants into the environment, in establishing a cooperative agenda to reduce risks to human health from priority toxic chemicals and heavy metals, in focusing attention on the vulnerability of children to environmental pollutants and in establishing data and tracking systems in support of air quality and hazardous waste management.

Over seven years after its implementation, NAFTA remains unique in that it is the only trade agreement to address environmental concerns explicitly in an accompanying agreement. This accord, known as the North American Agreement on Environmental Cooperation (NAAEC), outlines environmental objec- tives, such as the promotion of sustainable develop- ment, enhancing compliance with and enforcement of environmental laws and regulations, and promoting policies and practices to prevent pollution.
