Resolution No. G14-11A is an amendment of a previous resolution (G14-11) dealing with the Early Works Agreement. This contract was put in place to have work on the IEP project continue during negotiations regarding a Concession Agreement (CA). Resolution No. G14-11A amends Resolution No. G14-11 and authorizes the payment of an additional $1.6 million to an existing commitment of $4.5 million for pre-financial close work by contractors. Essentially, this Resolution adds some additional funds to a previous resolution so that contractors can undertake the early procurement of long lead time items needed to construct the LNG plan while continuing engineering work on the plant design. These expenditures were already planned but expected at a later date. Funding them now provides an opportunity to compress the project timeline.

This agreement was extended by agreement for five years in 2013 and a further three years in 2018. As you know, the Framework Agreement establishes a process for recognizing First Nation’s jurisdiction over education and sets out the parties’ responsibilities in supporting the exercise of jurisdiction over education.
