This License to Encumber (LTE) Agreement is required for the new installation of utilities within City of Salisbury Right-of-Ways and Easements within the City of Salisbury Corporate Limits. Repairs to existing underground pipe, conduit or wire that are within the limits of the roadway or sidewalk require a Break Permit.
