THIS SECOND EXTENSION (“Second Extension”) is by and between the County of El Paso, Texas (“County”), a political subdivision of the State of Texas, and Project Amistad (“Contractor”), a Texas non-profit corporation. Each of the County and the Contractor are also referred to herein as a “Party” and collectively as the “Parties”.
