Commissioner for External Relations Chris Patten declared at the signature ceremony in Valencia "I am convinced that this Agreement will provide a platform for a far reaching qualitative change in our relations. The Accord is first and foremost a political agreement, which is why it so much gives importance to political dialogue. Political dialogue is crucial to break the confrontational standoff in the Middle East and overcome the obstacles to co-operation elsewhere in the Mediterranean region. Fundamental principles such as those on human rights and democracy are an essential element of the Agreement. The introduction of a Free Trade Area will allow for the proper and substantial restructuring of the Algerian economy. It is not an end but a means to an end. It is a sign of the mutual opening for private investment. The Agreement takes considerable account of Algerians concerns, especially in the area of Justice and Home Affairs.
