This is the first time that the terms concerning the development of the quota have been agreed upon for such a long period of time, the decisions being until now taken on an annual basis. The agreement of 16th November constitutes, without a doubt, a historical moment which lends a perennial visibility to a system aimed at facilitating international trade by road transport.
