The State of California Interagency Council on Homelessness (“Cal ICH”) issued the Encampment Resolution Funding Program, Round 3-R (“ERF-3-R”) Notice of Funding Availability (“NOFA”) dated November 27, 2023 as authorized by Senate Bill 197 which was signed into law by Governor Gavin Newsom on June 30, 2022. As described in the NOFA, the grant administration work of Cal ICH transferred to the State Department of Housing and Community Development (“HCD”) on July 1, 2024. HCD now oversees the ERF-3-R program.
