In a number of cases, the suggestions referred to services that are already offered by the Network. In terms of information, clients would like to see guides offered on different aspects of EU legislation and, in general, services and advice on legislation and regulations would be popular. A few clients also state an interest in being informed about potential or future changes to regulations. More information on potential partners is also sought. The close cooperation of the institutions involved at all levels is crucial for the successful implementation of the deinstitutionalization process. Along this line, the “Support” project is being implemented, which offers a clear mechanism for communication and coordination among all stakeholders and additional expertise to manage the process, and ensures the involvement of all responsible institutions in the deinstitutionalization process. Within this project, implementation conditions were created to support all participants in the Action Plan of the National Strategy “Vision for Deinstitutionalization of Children in the Republic of Bulgaria” at different levels. There were further provisions for managerial and operational capacity strengthening and the effective communication and coordination of the direct beneficiaries. The deinstitutionalization of childcare should be considered a good practice in view of the risks associated with replacing large-size institutions with smaller ones and the need to prioritize and invest in family support, complex integrated services, including prevention and early intervention. An important aspect in the improvement of the quality of life of children and the promotion of social inclusion is the implementation of reforms in the field of justice for children, aimed at social re-integration of children and youngsters in conflict with the law. The institutionalized model of care for disabled and elderly people continues to dominate over community-based services. At the end of 2012 the number of social services provided to elderly people grew to 534 (163 specialized institutions for elderly people and 381 community services). Yet, these are not enough to fully replace the institutional model of care in Bulgaria. In addition, the government has commitments stemming from the implementation of the UNCRPD67. The funding from the national budget allocated on grounds of implementation of a state-commissioned social service is essentially aimed to maintain the existing services and not develop new ones. In view of the challenges posed by the aging of the population in Bulgaria, a comprehensive reform of the long-term care system (complex integrated health and social services for elderly and disabled people) is necessary. The developed network of cross-sectoral services and community- and home-based services i...

Romania is committed to a National 2020 target limiting greenhouse gas emissions to +19% for non‐ETS sectors over the 2005 level (2010 level ‐7% compared with 2005)90. Projected growth of the economy will generate increased demand for energy and hence, energy efficiency measures are an important pathway to controlling GHG emissions. To this end Romania is committed to a National 2020 target of 19% increase in energy efficiency91. Energy efficiency is being pursued within the framework of the National Energy Efficiency Action Plan (NEEAP). The NEEAP describes the planned energy efficiency measures to reach an indicative savings target of 9% (compared to average 2001‐05) by 2016. The national target for 2016 was set at 13.5% of average final consumption taken from the period 2001‐2005 (with a 2010 target of 4.5%). In line with Directive 2006/32/EC on energy end‐use efficiency and energy services, an assessment of energy savings at the final consumption using top‐down indicators was performed during the preparation of the second NEEAP in 2011. The result of the assessment shows that the total annual energy savings achieved by the end of 2010 (2,222 ktoe) exceeded by far the intermediate target for 2010 of NEEAP (940 ktoe) and is relatively close to the target assumed by Romania for 2016 (2,800 ktoe), but these values are to a 88Highlighted in European Council Recommendations on Romania's National Reform Programme (June 2013) p9 89 Highlighted in Commission Services Position Paper (October 2012) p7; European Council Recommendations on Romania's National Reform Programme (June 2013) p9 90 Highlighted in Commission Services Position Paper (October 2012) p5 and p7. 91 Highlighted in Commission Services Position Paper (October 2012) p5, p7; National Reform Programme 2011‐13 Progress Report (March 2013) p15. great extent attributed to the reduction of energy use due to the recession and partly attributed to sustainable increase of energy performance.
