XXX Xxxx Xxxxxxxxx. It has a better social policy and a better industrial policy; that is why it got there. Hon Xxxxxx Xxxxx: Social policy in Sweden; come on! Hon XXX XXXXXX: That is interesting in itself but I will not get into that, as I have probably strayed too far off the track. Xxx Xxxx Xxxxxxxxx: It does not have state agreement acts that flog off its resources. Hon XXX XXXXXX: It may not have state agreement acts but it has an interesting co-relation between industry and government, which, for a socialist state, looks surprisingly like the old national socialist model in the Ruhr. However I will not get into that. There is an odd conflict in the Swedish system, but it is a problem for Australia that we are a high-cost country and isolated. I think we have a future in high-intensity manufacturing, which is typified by Silicon Valley. I still despair about heavy industry manufacturing. I return to 1928, when in my industry Australia was the largest manufacturer of grain-harvesting equipment in the world. We sent grain-harvesting equipment to North America, South America and Russia. Today Australia does not produce a single grain-harvesting machine, yet we were once the biggest manufacturer in the world. In 0000 Xxxxxxxxx produced more motor vehicles than Japan. That does not seem such a long time ago. Xxx Xxxx Xxxxxxxxx: That was when we started the state agreement acts. Hon XXX XXXXXX: I think Xxx Xxxx Xxxxxxxxx has now worked out where we went wrong. The DEPUTY CHAIRMAN (Xxx Xxx Xxxxxxxx): If Xxx Xxxx Xxxxxxxxx wants to contribute to the debate, he will have the opportunity to stand and speak, but he should please not interject. Hon XXX XXXXXX: Finally there was a broad question, and it needs to be dealt with somewhat broadly. I have spoken about the mid-west resource development area. I believe the mid-west provides some possibilities that have so far been too elusive for Pilbara developers. The mid-west has some answers to the questions that have proved very challenging for the Pilbara. There is the availability of labour, there is water and there are lower-cost inputs, both human and social. There is a real possibility of the potential for success in on-processing from the mid-west resource boom that is yet to really start but has so far eluded the Pilbara. It is possible that the Pilbara can build on those areas. I certainly hope that is true because our society is not served all that well by being a quarry and a farm for the rest of the world. XXX Xxxx Xxxxxxxxx. I am glad to hear that, should a company enter into a contract that it had won through a competitive tender process, that contract would not necessarily be counted as part of the social benefits package. That makes some sense. My question was about which components of any contract would be considered to be part of the social benefits package. The only components that would be ruled in would be those that are genuinely outside the scope of the normal competitive process and are genuinely part of getting material benefits to the people of the Pilbara, particularly the Indigenous people—although it does not say that in the xxxx. The minister has made that very clear. As for having faith and trust in governments and ministers to do the job properly, the role of the Parliament is, as I understand it, to clarify the terms that have been laid out in this and other agreements. I have not yet seen any clear investigation by the Parliament of the terms of this agreement that we have entered into. It is incumbent upon this Parliament to be very clear about what we mean when we write these agreements; and that is what I am seeking to do here. We have established that a normal competitive tender would not necessarily be counted as part of the social benefits package. It would be counted as part of the social benefits package only if it incorporated genuine preferential treatment. That is recorded in Hansard, and we can get some guidance from that. That also gives us some guidance about the minister’s role in the next clause of this agreement, which talks about the creation of the plan. The interesting thing is that when I have had communications about this project, I have been communicating with and looking at the website of a company called CITIC Pacific Mining, and CITIC Pacific is not mentioned anywhere in this entire agreement. I want to know: who is the liable party in this social benefits package commitment? Who is the liable party in relation to these obligations, and where is it referenced in this xxxx? Hon XXXXXX XXXXX: Sino Iron is one of the co-proponents of this contract. If we look at the list of companies involved, we can see that it is outlined in the agreement. The owner of the Sino Iron project, which at present is CITIC Pacific, is responsible for ensuring the $400 million is spent.
