Terhambatnya Ekspor Hasil Pertanian Indonesia Jepang merupakan negara yang menetapkan BMR Pestisida sebesar 0,01 ppm dimana Amerika Serikat, Xxxx xxx negara Uni Eropa menerapkan BMR Pestisida sebesar 0,1(Hidayat, 2016). Ketatnya seleksi mutu kopi di Jepang membuat komoditas kopi Jawa Timur sulit menembus pasar Jepang. Kondisi ini membuat volume ekspor kopi ke Jepang menurun cukup drastis. Menurut Sekretaris Eksekutif Asosiasi Eksportir Kopi Indonesia (EAKI) Jawa Timur, Ichwan Nursidik, banyak komoditas Indonesia yang dikembalikan karena tidak memenuhi syarat-syarat Jepang (xxxx://xxx.xxxxxxxxxxx.xxx/read/28532/ekspor-kopi-jatim-ke-jepang-terganjal-standar- mutu,). Hal ini memicu Singapura melalui Cocoa Association of Asia mengklain bahwa biji kakao yang diolah berasal dari Indonesia khususnya dari pulau Sulawesi. Klaim Singapura atas kualitas biji kakao Indonesia mendorong jajaran Direktorat Jenderal Perkebunan melalui keputusan Direktur Jenderal Perkebunan Nomor:87/Kpts/SR.140/03/2009, tanggal 25 Maret 2009 membentuk “Xxx Xxxxxx Penggunaan Herbisida 2,4 - Dichlorophenoxyacetic Acid pada Tanaman Kakao”. Hasil analisis residu herbisida yang dilakukan oleh Prof. Dr. Xxx Xxxxxxxxxx, Msc di Laboratorium Farmasi UGM menunjukkan nahwa xxxxxx xxxx kakao xxx xxxxx kakao dari Sulawesi Indonesia secara umum mengandung residu herbisida 2,4-D yang sangat rendah xxx jauh di bawah BMR yang ditetapkan oleh Pemerintah Jepang yaitu 0,01 ppm.
