Water Uses. 1. The Parties recognize each other's right to the sustainable use of the water resources of the Spanish-Portuguese hydrographic basins and their obligation to protect them and to implement, in their respective territories, measures to prevent, eliminate, mitigate and control transborder impacts. 2.
