The 'VOLUME I – TECHNICAL PROPOSAL' clause defines the section of a solicitation or contract where the bidder must present detailed information about their technical approach, capabilities, and methodology for fulfilling the contract requirements. This section typically requires the proposer to outline their understanding of the project, describe the technical solutions they will employ, and demonstrate relevant experience or qualifications. VOLUME I – TECHNICAL PROPOSAL. The Technical Volume should be specific and complete. Legibility, clarity, and coherence are very important. Your responses will be evaluated against the Technical Capability Factor including Subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology you would use for accomplishing/satisfying the technical capability factor.
VOLUME I – TECHNICAL PROPOSAL. The Technical Proposal shall contain NO proposal price information or classified information. Offerors seeking any exception to the solicitation’s terms and conditions shall clearly explain the exception and its basis in their cover letter. Exceptions, however, may potentially render the Offeror’s proposal unacceptable.
VOLUME I – TECHNICAL PROPOSAL. The technical proposal shall address Technical subfactors A, B,and C and shall be submitted as Volume I. Subfactors A, B, and C shall not exceed thirty (30) pages combined. In addition, a glossary of terms, Table of Contents, and a one (1) page executive summary shall be included in Volume I.

Technical proposals that are unrealistic in terms of technical commitment will be deemed reflective of an inherent lack of technical competence or indicative of failure to comprehend the complexity and risk involved in the contract requirements and may be grounds for rejection of the proposal. To ensure that Volume I is evaluated strictly on its merit, no cost information is to be included in Volume 1.
