Vehicle Permit System. SMC shall establish, maintain, and enforce a Vehicle Permit System for the East Boulder Mine. Except for persons displaying a valid vehicle permit, SMC shall prohibit employees, visitors, contractors, subcontractors, and vendors from entering or leaving the mine site by private vehicle. SMC shall provide bus transportation to and from the mine site for all unpermitted employees, visitors, contractors, subcontractors, and vendors. SMC shall prohibit unpermitted vehicles from entering the mine site.
