Value Based Purchasing Incentives i. The total incentive available is five (5) percent of the approved payment rates and subject to the OHCA’s discretion and based on the Contractor’s ability to meet the performance standards itemized in the table below. Contractor is responsible for ensuring that all performance standards listed below are reported timely and accurately. The OHCA shall review the Contractor's performance on a quarterly basis and disburse Value-Based incentives based on its determination of Contractor's compliance with the designated measures. The OHCA shall have the authority to render final decisions regarding Contractor's compliance in consideration of:
ii. Any necessary actions taken to correct deficiencies relative to the Contractor's performance
iii. The relative importance of the deficiency(ies) in terms of quality of care and Members' access to care
iv. Whether any issues in meeting performance targets or adhering to other contract requirements were self-reported by the Contractor in accordance with Section II.A.1.15 of the RFP and the progress Contractor has made in resolution of the issues and/or subject deficiency(ies). Service Measure Performance Standard Answer Speed 90 percent of incoming calls shall be answered by a live voice within 120 seconds measured each month Hold Time Average hold time, including transfers to other Contractor staff, shall not exceed five (5) minutes measured each month Abandoned Calls Rate of abandoned calls shall not exceed ten (10) percent on an average monthly basis measured each month Contractor Inspection Reports and/or OHCA Field Inspections 100 percent of non-compliant vehicles removed from service Contractor shall report number of late drop offs 95 percent on-time pick-ups measured each month An unfilled trip is an eligible trip that is not fulfilled due to Transportation Provider no- show, no vehicle available, no provider willing to transport, or other similar inability of the Contractor to secure a Transportation Provider to transport the Member at the scheduled time Penalties are based on the number of unfilled trip legs reported each month Contractor shall report incidents and accidents in accordance with Scope of Work requirements 100 percent of incidents and accidents reported to OHCA within required timelines Complaints Combined complaints by Members, healthcare providers, and facilities shall not exceed one (1) percent of total trips per month
