The Vacation Approval Process clause outlines the procedures employees must follow to request and receive approval for vacation time. Vacation Approval Process. Once approved, an employee’s vacation will not be cancelled due to a conflicting request from another employee. The Employer will consider the vacation requests of employees who have met the deadline in the following manner:
1. Non-summer
a) Each employee will be required to confirm their vacation based on what is available within 1 business day (Monday to Friday) of being contacted by the Employer. • Employees who are not at work during the scheduling period must make arrangements to be contacted or submit a ranked vacation request.
b) The most senior employee in the work unit will make their vacation selection first.
c) The next most senior employee in the work unit will select vacation according to remaining available time.
d) In order of seniority, the process described in (c) will be repeated until all employees have been considered.
e) If weeks remain available after each employee in a work unit has been considered, the process will be repeated starting at step (a).
2. Summer The Employer will solicit interest from among all employees seeking vacation during the summer no later than mid-January. Summer vacation scheduling will be planned on the basis of all employees seeking at least two (2) weeks of summer vacation, unless an employee expressly indicates otherwise. For the purposes of vacation scheduling “summer” is defined as the period beginning with the first Monday prior to Canada Day and ending with the Friday immediately following Labour Day (see Article 11.07 for availability). The Employer will ensure weeks are available within the staffing requirements of the work unit in order to provide each employee with no less than two (2) weeks of vacation during the summer vacation period. There is no guarantee of which week vacation will be allocated, as availability is based on seniority. A maximum of four (4) consecutive or non-consecutive weeks may be scheduled within or connected to, the summer vacation period. Subject to staffing requirements of a work unit, request for longer consecutive periods will be reasonably considered on an exception basis. Employees may select one (1) partial week which cannot include both the Monday and Friday in the same week. A partial week will be treated as using one (1) of the full weeks an employee may select. Vacation Approval Process. 1. Each ODMH facility will conduct a semi-annual canvass to determine the awarding of vacation requests for each calendar year.
2. Requests for vacation scheduling will be distributed by January 2 and by July 1 of each year. Employees must return the requests on or before February 1 and August 1 respectively. Requests made in January will be considered for the six-month period beginning March 1 through August 31. Requests made in August will be considered for September 1 through February 28 of the following year.
3. Vacations will be awarded based on state seniority by shift. Ties in state seniority shall be broken in ascending numeric order of the last four digits of the employee’s social security number, with the lowest number being the most senior.
4. Available vacations opportunities will be determined by classification per shift. The number of available vacation opportunities will be posted.
5. Employees may request a minimum of one (1) day up to a maximum of his/her annual accrual. For example, if an employee accrues four (4) weeks annually and requests and receives approval for all four weeks in the first canvass, that employee would not be eligible to submit a vacation request in the second (August) canvass.
6. Vacation can be requested at other times outside the canvass periods. Those requests will be approved based on a first come, first served basis per shift. More senior employees cannot bump a less senior employee’s approved vacation.
7. Employees off work due to a long term leave such as Workers’ Compensation, O.I.L. or Disability, or other approved long term leave, will make his/her selections for vacation in that canvass period upon their return to work.
8. Once a vacation has been approved, a more senior employee cannot change his/her selection choice(s) and ‘bump’ another less senior employee.
9. Thirty (30) days prior to the approved vacation request, the employee will submit a Request for Leave Form (ADM 4258).
10. Employees must have the appropriate number of hours either already accrued or be able to accrue the number of hours requested prior to the date of the vacation. This applies to both the semi-annual canvass and to other vacation requests identified in #6 above.
Vacation Approval Process. The immediate supervisor or designee 25 shall respond to vacation requests within three (3) working days. The three working 26 days shall commence the first working day after the date nof submission.

When a Work Unit, has reached its capacity for granting vacation by seniority and job title, other geographic locations will be canvassed in order to allow for a greater opportunity to grant additional vacation requests. This will be subject to management approval from both “work units” and will for the vast majority of cases be applicable only in the District Offices. This again will be based on seniority, same job title and same geographic location. (see Appendix 8)
