Compass using Xxxx Atlantic Unbundled Network Elements for Local Switching receives originating call detail from Xxxx Atlantic in unrated EMR format. Xxxx Atlantic bills Compass for access to its IP platform. This charge for Access to BA IP Switching Platform replaces the standard Reciprocal Compensation charge, and is calculated in the same manner, on a per minute of use basis. The Access to BA IP Switching Platform charge is stated in Exhibit A. Using the called number, Compass identifies the call as a variable-rated IP call. Compass has the option of either rating the call in its own system, or sending the call detail record to Xxxx Atlantic in unrated EMR format for rating (“BA IP Rating Service”). When Compass uses the optional Xxxx Atlantic rating service, Xxxx Atlantic receives an unrated EMR record from Compass. Xxxx Atlantic rates correctly formatted messages at the price set by the Information Provider, and bills Compass for the BA IP Rating Service on a per message basis, at the rate stated in Exhibit A. The per message charge applies to every rating attempt: correctly formatted messages, error records, and “killer” records. Rated messages will be returned to Compass in rated EMR format. Error messages will be returned in either unrated or rated EMR format, depending on the nature of the error. The error will be defined by appropriate indicators in the record.
