Traffic Engineering Services. The types of traffic engineering services that the ▇▇▇▇ ▇▇▇▇▇▇ may be required to provide project specific Task Orders including the following: • Preparing transportation planning studies, including, traffic analysis, traffic counts, traffic safety analysis, parking analysis and socio-economic impacts, which identify current and future development needs of the County. • Performing safety studies, including, Local Road Safety Plan, and other similar studies, which analyze collision data and identify areas within the County that are prone to accidents. • Providing multimodal design solutions for local unincorporated communities, including, pedestrian, bicycle, public transit, parking and traffic, streetscape and landscaping designs, which improve public access to businesses and public facilities. • Redesigning existing traffic signals and signal phases and assessing other intersection alternatives such as roundabouts.
Traffic Engineering Services. Task 211 – Data Collection • Obtain 6-hour vehicle turn movement manual weekday counts. A total of (2) two intersections will be counted: o Airport Road and US Rte. 45 o Airport Road and Willow Road • Determine the existing background AM & PM peak hour traffic. Task 213 – Intersection Design Study – US Rte. 45 • Prepare intersection design study for Airport Road/US Rte. 45 signalized intersection. • Prepare the intersection design study per IDOT BDE requirements. • Perform capacity, level of service, and queuing analyses using Highway Capacity Software. • No signal warrant analysis is assumed in this task. Task 214 – Intersection Design Study – Willow Road • Prepare intersection design study for Airport Road/Willow Road unsignalized intersection. • Prepare the intersection design study per IDOT BDE requirements. • Perform capacity, level of service, and queuing analyses using Highway Capacity Software. • No signal warrant analysis is assumed in this task. Task 301 – Field Survey • Set control for topographic survey. • Complete topographic survey within limits of the project. • Support Lin Engineering with (1) one Foth surveyor Task 302 – Boundary/ROW/Research • Obtain surveys of record and plats for the corridor. • Request title policies from City. Task 303 – Project Basemap • Create project basemap using information from topographic survey. Task 304 – Acquisition Plats • Identify the right-of-way and easement needs for the parcels. • Prepare a legal description and acquisition plat for each parcel that requires the purchase of right-of-way or easement. Assume (6) right-of-way plats and (2) drainage easement plats. • The City of Urbana will coordinate the appraisal process and negotiation with property owners for this project. Traffic Engineering Services. The Engineer will develop pedestrian signal improvements for 3 crossings at the US 290/Old Hwy 290 intersection and for 1 crossing at the ▇▇▇▇▇ ▇▇▇▇▇ Pkwy/US 290 intersection. The Engineer will: 7.1. Conduct field reconnaissance at above intersections to identify existing signal equipment and operations. 7.2. Develop Signal Layout sheet for each intersection to show locations of proposed pedestrian crossing, ramps, push-button, ped-poles and ped-head displays. 7.3. Develop conduit and electrical wiring chart to show appropriate conduit and wiring to the new pedestrian signal equipment. 7.4. Develop Signal Elevation sheet for each intersection to show the new pedestrian equipment. 7.5. Develop a Summary of Quantities for the signal modification. 7.6. Develop a list of appropriate traffic signal standards and specifications for the above modifications. 7.7. The Engineer will implement Intersection Control Evaluation (ICE) guidelines to evaluate possible alternatives including all-way stop, traffic signal, and mini-roundabout. The Engineer will identify preferred alternative for intersection control. • The Engineer will utilize FHWA’s SPICE & CAP-X tools and Synchro software to evaluate appropriate intersection control. Intersection capacity analysis shall be considered to address turning lane storage requirements. • The Engineer will provide a memo documenting the scenarios evaluated and a recommended intersection layout

  • Monitoring Services IDT staff shall, using methods that include face-to-face and other contacts with the member, monitor the services a member receives. This monitoring shall ensure that: a. The member receives the services and supports authorized, arranged for and coordinated by the IDT staff; b. The services and supports identified in the MCP as being provided by natural and community supports are being provided; and c. The quality of the services and supports received is adequate and still necessary to continue to meet the needs and preferences of the member and support the member’s outcomes identified in the MCP.
