Traditionally economic development tools and strategies have been designed by jurisdictions and implemented without input from the small business community. Also traditionally. local jurisdictions have additional requirements for businesses wanting to start up or expand. These requirements consist of anything from additional code and zoning requirements, licensing requirements to complete public improvements and architectural considerations. Once a business navigates through these requirements and completes its startup or expansion. it then has to pay taxes to the jurisdiction and may have to comply with additional public improvement mandates. all of which make it difficult for a small business to survive, let alone be profitable. The report, which utilized a survey to analyze needs of small businesses in Mendocino County noted in one section that 52% of respondents were interested in public financing such as through a debt restructure, but in another section reported only 20% of businesses wanted to receive information on such financing. The 2012 Small Business Needs Report addressed business needs, which is a vital first step. But what is still needed is a study to identify exactly what barriers exist to local economic development and develop solutions for how to overcome these barriers. The need for such a study is timely due to the lack of current resources available to local governments. With downsizing in local government staffing due to less funding and tax...
