Who is a Ἕλλην? Are these mutually exclusive categories? In the case of the ethnic identity of a Ἰουδαῖος, what role does circumcision play? And, most importantly, does Luke actively redefine these terms in this passage? Such ethnic terminologies encompass a range of identity markers including geography, religion, myths of origin, and other factors. To narrow the scope of either term to just religion or geography misses their full nuance and discursive ability.
