The Three-Stage Grievance Procedure establishes a structured process for addressing and resolving disputes or complaints within an organization. Typically, this procedure involves an initial informal discussion, followed by a formal written complaint if the issue is not resolved, and finally, an appeal or review by higher management or an independent body. Three-Stage Grievance Procedure. 1. Any teacher who believes that he/she has a justifiable grievance may request an informal meeting with his/her principal for the purpose of arriving at a mutual satisfactory resolution of the grievance. In the event a group of teachers is involved, a small representative group of such teachers may be present, if they so desire. The principal shall schedule an informal meeting with the teacher within three (3) days after the receipt of a request thereof. Any grievance which the parties are unable to resolve informally shall be presented by the teacher in writing (formal grievance) to the principal. The formal grievance shall be dated and signed by the grieving teacher. Within five (5) days after receipt of a formal grievance by the principal, the principal shall submit his/her decision in writing, together with the supporting reasons thereof, to the Association President for review. Within two (2) days, the Association President will respond to the principal, and the decision will be sent to the grievant.
2. Second Stage If the grievance is not resolved at the First Stage of the Grievance Procedure, the teacher may file a written request for a meeting with the Superintendent. The meeting must be requested within five (5) days after the receipt of the decision from the principal in accordance with Stage One of the Procedure. The Superintendent, within three (3) days of the receipt of the request for the meeting, shall notify the teacher in writing of the date of said meeting, which date shall not be more than ten (10) days after the receipt of said request. Within seven (7) days after the meeting, the Superintendent shall submit his/her decision in writing, together with the supporting reasons, to the Association President. Within two (2) days, the Association President will respond to the superintendent, and the decision will be sent to the grievant.
Three-Stage Grievance Procedure. Teachers will meet with Principals in an effort to resolve an issue before filing a formal grievance.
1. First Stage - Principal
a. The first stage grievance must be filed within ten (10) days of the specific act which is alleged to be a violation of the terms of the collective bargaining agreement. The formal grievance shall set forth the date of occurrence, the nature of the grievance, contractual provision(s) allegedly violated and the relief sought. Within five (5) days of receipt of the grievance, the principal shall establish, at a mutually agreeable time, a meeting to discuss the grievance. This meeting shall take place within ten (10) days of the date upon which it was established. The principal shall have five (5) days following the meeting to indicate, on the grievance form, his or her disposition of the grievance and to tender it to the teacher and the Association.
b. If the Association is not satisfied with the principal’s disposition, it must complete a School Corporation Grievance Form and submit it to the Superintendent within ten (10) days of the receipt of the disposition.
2. Second Stage - Superintendent The Superintendent shall hold a meeting to hear the grievance within ten (10) days of receipt of the grievance. The Superintendent shall indicate the disposition of the grievance within seven (7) days of the meeting and tender it to the teacher and the Association.

1. First Stage - Principal

a. An employee who claims to have a grievance, shall present his/her grievance to his/her principal, supervisor or department head, in writing, within fifteen (15) days after the grievance occurs, specifying the grievance and requesting a conference to discuss the grievance.
b. The principal, supervisor, or department head shall discuss the grievance with the employee and shall make such investigation as he/she deems appropriate.
c. Within five (5) days after presentation of the grievance to the principal, supervisor, or department head, said principal, supervisor or department head shall make his/her decision and communicate the same, in writing, to the employee presenting the grievance, the person whom the employee designates as his/her representative, the Superintendent, and to the President of the Federation.
