There Shall Be No Quotas in the Professional Compensation System for Teachers. All teachers who fulfill the criteria for payment under an element shall have complete access to compensation. No quotas for the number of teachers shall limit the compensation of teachers under any element of the Professional Compensation System for Teachers. The elements of the compensation system may be adjusted through the collective bargaining process based on experience and the financial model.
