The question. The state in capitalist society has a long history of acting as the midwife to capitalist development, investment and growth, from imperialism (Chase–Xxxx 1998; Xxxxxxxxxxx 1974) and the enclosures (Xxxxxxx 1977; Xxxx 1976) to the construction interstate road systems and the formation of welfare regimes (Xxxxx 1999; X’Xxxxxx 1973). But the crises of the late 1960s and 1970s for many observers marked a fundamental shift in the relationship between states and private corporations and workers, one variously described as neoliberalism (Xxxx and Xxxxxxx 2002), globalization (XxXxxxxxx 2000; Scholte 1997, 2005), the “new” economy (Hacker 2008), or a flexible, insecure economy (Xxxxxx 1989; Xxxxxxxxx 2009, 2012). Among these changes, many critical geographers have noted that transnational corporations have become increasingly involved with sub-national governments and territories (Xxxxxxx 1999a, 2004; Xxx 2009; Xxxxx 2004a), and argued that these governments are behaving in an “entrepreneurial” fashion, meaning that they are increasingly competing amongst themselves for private investment and development (Xxx 2010; Xxxxxx 2006a; Xxxx and Xxxxxxx 1994, 2002). I address these broader theories of the relation between capital and the state and geography further in the following chapter, but they help to shape the fundamental questions and hypotheses at the heart of this research. I narrow these down to two core questions:
