THE DBE GOAL. It is the policy of the MDOT to comply with the requirements of 49 C.F.R. 26, to prohibit unlawful discrimination, to meet its goal for DBE participation, to meet that goal whenever possible by race- neutral means, to create a level playing field, and to achieve that amount of DBE participation that would be obtained in an non-discriminatory market place. To meet that objective in any United States Department of Transportation assisted contracts, the COMMISSION and the CONSULTANT shall comply with the “Mississippi Department of Transportation’s Disadvantage Business Enterprise Programs For United States Department Of Transportation Assisted Contracts”. For purposes of this provision the following definitions will apply:
