The Carrier. Carrier operates as a common and contract carrier by motor vehicle in interstate, intrastate and foreign commerce, pursuant to authority of the Surface Transportation Board of the U.S. Department of Transportation (the "STB"), and other regulatory agencies having jurisdiction over Carrier's operations and from time to time has occasion to use in its service vehicular equipment owned and operated by others.
