Surplus Periods. The Company and the Union agree that it is normally inappropriate to 45 hire Contract personnel as direct hires in periods of surplus activity within a Job Classification. 46 Deviations will be subject to approval by the appropriate senior-level executive and provided, 47 in writing, to the Union.
