STATUTORY RESPONSIBILITIES. 17.1 The Councils carrying out of their statutory duties, powers, duties, rights and obligations shall not be fettered or otherwise affected by the terms of this Agreement; and the performance of their statutory duties in whatsoever capacity shall not be capable of being construed as a breach by the Councils of any of their obligations under this Agreement.
