Non-reemployment of teachers: • Positions identified; lowest composite evaluation rating of teacher is first to be RIFFED. • If ratings are tied, then order of seniority, number of certificates, years teaching, lot drawing. Bumping Rights: • Only teachers at 2.80 or above have rights. • If tied, then order of seniority, number of certificates, years of teaching, lot drawing. Recall: • On list for one (1) year. • Only eligible if 2.80 or higher. • Eligible if certified and qualified to teach in the open position (based upon areas of certification, not previous position held prior to RIFFING) • Recall in the reverse order to the RIF • Ties result in superintendent’s determination of needs of the district.

Evaluations of teachers shall be based upon the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) Tulsa Model. All career teachers will be formally evaluated (once a year) according to statute, SB 207. All probationary teachers will be formally evaluated according to statue SB 207, once by November 15th and once by February 15th. The term “career teacher” as used in this Agreement shall mean a teacher who prior to full implementation of the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE), has completed three (3) or more consecutive complete school years as a teacher in one school district under a written continuing or temporary teaching contract, or for teachers employed for the first time by a school district under a written continuing or temporary teaching contract after full implementation of the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE). The term “probationary teacher” as used in this Agreement shall mean a teacher who has completed fewer than three (3) consecutive complete school years as a teacher in one school district under a written teaching contract, or for teachers employed for the first time by a school district under a written teaching contract after full implementation of the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE).
