Common use of STAR Clause in Contracts

STAR. STAR is currently HHSC's primary managed care program for Medicaid Eligibles and operates under the Texas Healthcare Transformation and Quality Improvement Program (THTQIP) 1115 Waiver. It grew out of a pilot project in Xxxxxx County in 1993. STAR is currently available in Bexar, Dallas, El Paso, Xxxxxx, Nueces, Jefferson, Lubbock, Tarrant, and Xxxxxx regions. Total STAR enrollment as of August 1, 2010 was 1,452,531. All non-STAR counties in Texas (primarily rural areas) are currently served by the Medicaid Primary Care Case Management Program (PCCM). Total PCCM enrollment as of August 1, 2010 was 840,172. As a result of this procurement, PCCM will be replaced by STAR in the Xxxxxxx Service Area and the Medicaid Rural Service Area (MRSA). Note, however, that in the Xxxxxxx Service Area, HHSC will secure legislative direction before including Cameron, Hidalgo, and Maverick Counties in the STAR Program.
