SCOPE OF WORK The Scope of Work listed below is based on our review of the plans dated 11/6/23 and the construction schedule dated 10/23/23. Geotechnical recommendations are to be provided by others. STRUCTURAL PROPRIETARY STEEL INSPECTION - The inspector will verify structural anchor and epoxy dowel installation. Inspection will include depth, diameter, and cleanliness of hole. The inspector will periodically verify that the mixing and application of two-part epoxy is per manufacturer recommendations. If conditions warrant, test cubes will be cast of the mixed two-part components to verify setting of mixture. This may include inspection of life safety, pressurized piping, access flooring, and emergency equipment (emergency generators) anchors. STRUCTURAL STEEL INSPECTION - The inspector will inspect fabrication (if required) and erection of structural steel members. Inspections at the fabrication plant will include verifying that materials used match the mill tests or affidavits of test reports; that fabrication, welding procedures, surface preparation, and shop painting meet specifications; and that the work in progress conforms to project requirements. The inspector shall visually check fabricated steel delivered to the job to confirm that the work is in compliance with approved shop drawings and shall make any physical tests, measurements, etc., believed to be necessary, and shall witness and report all corrections performed by the steel fabricator. The inspector will verify welding procedures and welder qualifications. \u2587\u2587\u2587\u2587\u2587\u2587's inspector may be present at all times during steel erection on site. The inspector will also verify weld quality in accordance with American Welding Society (AWS) codes. All welds shall be visually inspected. Ultrasonic (UT) tests will be performed on 100% of all complete penetration welds and 100% of all partial-penetration column splice welds. UT tests will also be performed where the base metal is thicker than 1-1/2 inches, when subjected to through-thickness weld shrinkage strains. The joint shall be ultrasonically inspected for discontinuities directly behind such welds after joint completion. Magnetic Particle (MP) tests shall be performed on fillet welds 5/16 inch and larger. The inspector shall perform magnetic particle testing in accordance with ASTM E709 for any questionable welds. Inspections of high strength bolting will be monitored for proper installation and tensioning of all high strength bolts will be verified as per the requirements of the current edition of the \"Specification for Structural Joints Using ASTM A325or A490 Bolts.\" For connections using high-strength bolts installed using Load Indicating Washers, Krazan will inspect the surface and bolt type for conformance to plans and specifications prior to the start of bolting and verify the minimum specified bolt tensions visually and by using a feeler gauge on a few bolts in each connection (10 percent or two bolts, whichever is greater). For connection using high-strength tension control bolts, \u2587\u2587\u2587\u2587\u2587\u2587 will inspect the surface and bolt type for conformance to plans and specifications prior to the start of bolting and will performed visual inspection on 100% of the high-strength bolts for properly installed tension. FIRESTOP INSPECTION - Krazan will perform periodic inspections for fire resistive joint systems, perimeter fire barrier systems, through-penetrations, and membrane penetration firestops as per Section 1705.16 of the 2012 ICC. Penetration of firestops will be performed as per ASTM E2174 at a minimum schedule of at the start of installation, a minimum of 10% of the time during installation, or post-installation. For each type of firestop system post-installation will include a destructive test for a minimum of 2%, but not less than one per type per floor, or 10,000 square feet. Inspection of fire-resistive joint systems will be performed as per ASTM E2393. The inspector will, at a minimum, review program submittal data prior to installation, inspect a minimum of 5% of lineal feet for each type of material, or perform post-installation destructive tests at a frequency of one sample per type of joint system per 500 lineal feet. The number of visits estimated is considered the minimum required, however, the engineer of record or the firestop contractor may require more inspection than quoted. COLD FORMED STEEL INSPECTION -The on-site inspector will monitor erection of structural support elements and verify adherence to the approved project drawings and specifications. Light-gauge framing installation will include the inspection of all framing members, bolts, hold-downs, plate and sill members. Periodic inspections will be performed on an \"on-call basis\" when framing is ready for installation. Fasteners will be examined to verify proper type, size, and installation. Complete and accurate records will be maintained by on-site personnel and submitted to the structural engineer for evaluation. REPORT PREPARATION - Krazan will process both field and laboratory data. A copy of each report will be e-mailed on a weekly basis, as a minimum. As required by the ICC, reports will be distributed to the client, the project architect or engineer and to the building official or as directed by the client. Our inspectors will provide immediate verbal notification of field tests and inspection results to your designated on-site representative and the contractor. The inspector will prepare a written report after each inspection prior to leaving the site. Final reports of field inspections and laboratory analysis will be reviewed by the Krazan project manager before subsequent submittal to the project team members. PROJECT MANAGEMENT - The project manager assigned to this project will track inspection data and costs and provide the project design team with status reports when requested. The project manager will oversee and direct all phases of inspections and supervise and direct all Krazan personnel associated with this project. COORDINATION The above scope of services will be performed when scheduled by the General Contractor or the client's designated representative. This scope of work is to design the required improvements identified in the Port \u2587\u2587\u2587\u2587\u2587\u2587\u2587 Storage Facility Engineering Report, HDR and Brown and \u2587\u2587\u2587\u2587\u2587\u2587\u2587\u2587, August 18, 2021, including: CO-1, CO-2, CO- 3 (including replacement of the downstream discharge structure), CO-8, CO-9, CO-10, CO-11, CO-19, CO-20, CO-28, CO-33. In addition, four stormwater pretreatment units are to be provided. CO-2, CO-8, CO-9, CO-10, CO11, CO-19, CO-20, CO-28, and CO-33 are required to be complete and operational by the end of 2027 per the Agreed Order. Scope Descriptions The phase descriptions below include an objective statement, activities/approach, task assumptions, and work products that designate which service or item will be provided by the BC team. City staff activities required to complete tasks are noted where applicable. Scope assumptions applicable to the overall project are described below. Project-level Assumptions: \u2022 All deliverables will be delivered in electronic formats, with no printed copies. Bid documents will be digitally signed and sealed per WAC requirements. \u2022 The City\u2019s PM will coordinate location for, and City staff participation in project meetings and workshops where noted. \u2022 Unless otherwise specified, meetings and workshops will be held virtually. \u2022 City PM will provide timely, consolidated staff review comments on draft work products. City review periods will be identified in project schedules. \u2022 Mileage for in person meetings and site visits are budgeted assuming the visits are to the Port \u2587\u2587\u2587\u2587\u2587\u2587\u2587 site. \u2022 Meeting agendas and notes will be prepared by BC. \u2022 The City will provide any available plans, construction records, asset information, operational data, existing easement information, easement, property line locations, and related information for water, sewer, and stormwater lines adjacent to all work sites. BC will submit data requests for information that is known to be needed. \u2022 The draft scope does not include a detailed seismic evaluation of the proposed infrastructure and adjacent steep slopes and their possible failure modes. \u2022 Past studies and reports, including condition assessments, form the basis on which this scope of work has been planned. Discovery of new, unforeseeable, or latent issues associated with the existing site and facilities as uncovered through additional data collection (Phase 210) may result in need for project plan, scope, and budget changes. It is assumed that structures to be reused as described herein are salvageable in their current form without improvements or major structural modifications and support. \u2022 For budgeting purposes, it\u2019s assumed the duration of the overall Project will be September 2023 through June 2026. The actual project schedule and schedule updates will be developed under project management phase. \u2022 Work extent and sequence: the scope of work and budget allocation to each phase and task is based on a number of assumptions regarding how the work is envisioned to proceed. Given the nature of design work, the actual level of effort required for each phase/task may require reallocation of funds from one phase/task to another. Therefore, the overall budget estimate for the project defines the extent of the scope of work for this scope. \u2022 The Consultant will document any proposed phase budget reallocations between phase levels and all requested changes to this Scope of Work using a Project Change Request (PCR) Form. The Consultant Project Manager will collaborate with the City Project Manager to develop an approach for addressing the change(s). The City Project Manager will review all changes and provide the Consultant with written approval to modify the existing scope, schedule, and budget prior to proceeding with any new work activities. \u2022 All Technical Memorandum submittals will include Microsoft Word and .PDF files. \u2022 A single set of consolidated review comments will be provided for each reviewed document from the City. \u2022 Bluebeam Sessions will be used for drawing review comments. \u2022 Technical specifications will be prepared in Division 50 CSI master format using BC standards. \u2022 City of \u2587\u2587\u2587\u2587\u2587\u2587\u2587 to provide General and Supplementary Conditions, Instructions for Bidders, and other \u201cFront End\u201d specifications and contract documents included in Division 0. Project Control Phase 110 \u2013 Project Management Objective: Manage the project including scope, schedule, budget, team coordination, and risk. Provide the City with regular updates on progress through meetings and reports. Activities/Approach: Provide management, direction, coordination, and control of all project work, and associated management of project scope, schedule, budget, sub-consultants, technical quality, and monthly progress reports and invoices. This task includes the following activities: \u2022 Develop and submit a Project Management Plan (PMP), including project scope, budget and schedule, and initial project risk register. \u2022 Develop and maintain a Field Work Safety Plan documenting potential field work hazards, personal protection equipment, and emergency information. \u2022 Conduct a virtual project kickoff meeting, including key consultant staff and City staff. \u2022 Maintain the PMP including scope, schedule, and budget. \u2022 Maintain the project risk register and action, issues and decision logs to aid in collaborative decision making. \u2022 Supervise project staff and manage Consultant team budget and schedule. \u2022 Prepare monthly project status reports. Progress reports will identify budget status, progress status, activities of the previous month, and up-coming activities. \u2022 Prepare project change requests (PCRs), if needed. \u2022 Conduct bi-weekly (once every two weeks) calls between BC\u2019s Project Manager (PM) and the City\u2019s PM to review project status, schedule, contract issues, and other project management related issues. Phase 120 \u2013 Quality Assurance and Quality Control (QAQC) Activities/Approach: Develop and implement a quality management plan (QMP) to review calculations and work products from the Project. Based on the QMP, provide appropriate calculation and deliverable QA/QC reviews by in-house, senior staff members. Work products are listed in subsequent tasks. Incorporate internal and City review comments to prepare and complete final work products. This phase includes the following activities: \u2022 Develop QMP as part of the overall PMP, identifying the protocols and procedures being deployed on the project for quality assurance and quality control. This will include adherence to items such as: City standards; design criteria and project goals; data validation; industry practice, codes, and regulatory requirements; requirements with other disciplines. \u2022 Manage and execute the QMP. \u2022 Review project management elements which include design team project organization, communication plans, project cost control procedures, document control, health and safety considerations, and change management documentation. \u2022 Perform readability reviews for documents by technical editors. \u2022 Perform discipline design reviews for all drawings and documents produced by a discipline. \u2022 Perform reviews by facility leads for all discipline drawings and documents associated with each facility. \u2022 Conduct independent calculations review by experienced senior engineers. \u2022 Design package review of documents issued for milestone reviews (BODR, Preliminary, Intermediate, Final, Bid Set). \u2022 QA/QC reviews will be documented with markup documents and/or comment logs for record- keeping. \u2022 Verify that QA/QC reviewers concur with work products.
