Staff Qualifications and Training. The Consultant must provide sufficient trained personnel to adequately and competently perform the requirements of this agreement. The Consultant will recommend inspectors to the Sponsor for approval prior to their assignment to the project. Staff Qualifications and Training. 5.1 A qualified provider must be an agency or unit of an agency that provides housing counseling as a regular part of its mission. Counseling must be provided by staff with specialized training and experience in housing issues. Providers must have expertise in housing issues relevant to the member.

In-service training's provide a forum, which allows discussion and interaction among staff concerning residents, IPP’s (Individual Program Plans), residents' day programs, and general progress.
