If they are unable to do so the Appropriate Adult must read through all written documentation and ensure their understanding.\n15.6 If the detainee is an asylum seeker claiming they are under 18 years of age the appropriate adult should advise the custody officer of the need to contact Cambridgeshire County Council Social Care Team to obtain an appropriate age assessment.\n15.7 Should it be decided that due to child protection issues or a mental health assessment that a social worker should take over as the Appropriate Adult then the Contractor will pass over any relevant information as soon as possible to the relevant YOT or social care team in office hours and after hours to the Emergency Duty Service.\n15.8 In all cases where a Custody Officer makes a disposal decision, the information should be given to the Appropriate Adult present as well as the detainee. In addition, separate written communication or notification of charge should be addressed to the appropriate carer and the Youth Offending team.\n(i) Please note that the Appropriate Adult service, its representatives and staff are not the \u2018responsible adult\u2019 and therefore, are unable to transport juveniles or vulnerable adults home under any circumstances.\n(ii) The Appropriate Adult is required to stay at the police station until after the disposal decision, fingerprints, strip search, photographs and DNA are taken and a bail decision is made. The Appropriate Adult may be asked to step down for period and if leaving a return time must be agreed and contact details provided.\n15.10 The custody officers will afford to representatives a courteous service, keep them informed of developments and offer adequate comfort and refreshment if representatives are kept waiting for extended periods of time. E.g. Use of police canteen while waiting for officers or solicitors if possible and access to the telephone and fax facilities\n15.11 Requests for an Appropriate Adult to attend for further interviews on subsequent occasions for the same person, (in the absence of a carer or guardian) should be made via the Appropriate Adult service worker on duty. The contractor will notify parents and carers to promote their ongoing attendance (see 6.10). However, every effort will be made to maintain continuity for the benefit of the detainee.\n(i) The Contractor will send out a letter to the parents when a subsequent session at the police station and/or court appearance needs their attendance stating that parents / carers phone the Appropriate Adult Contractor to confirm they have received the letter and need to attend.\n(ii) The Contractor will promote the attendance by the parent / carer and explain that the YOT will be notified if they cannot attend and information regarding their reason for non attendance will be recorded on Childrens\u2019 Social Care database and this information will be used to inform assessments.\n15.13 In the case that a parent / carer contacts the Contractor to say they cannot attend a subsequent session, or if no contact is made, the Contractor will attempt to contact parents and inform the YOT by e-mail two days before the next police station or court session.\n15.14 The Contractor must inform YOS County Manager or High Risk and targeted Services Manager and the Emergency Duty Team whilst the young person or vulnerable adult is detained, where it is considered that the offence is of a serious nature (Serious Incident) or is media sensitive. It is intended that the contract will continue to provide a service in this instance, but consistent and thorough communication is required with the contracting service. \u2022 murder, attempted murder or manslaughter \u2022 rape \u2022 torture \u2022 kidnapping \u2022 false imprisonment \u2022 firearms offences\n15.15 In cases where a juvenile is unable to return home as a result of bail conditions or other concerns the contractor must contact Cambridgeshire Social Care and YOS or if out of hours EDT. Where possible and appropriate the YOS will provide sessional support staff if young people are placed in local authority accommodation and require transportation\n15.16 In the case of PACE transfers where a juvenile needs to be placed in local authority accommodation following charge the contractor must contact the YOS or EDT. Children and young people should not be kept in police custody following charge and if they cannot go straight to court must be transferred to local authority accommodation. The only exception is where the young person is assessed as likely to cause serious physical or psychological injury to someone before they appear at court. Then a request should be made for the provision of secure accommodation However the local authority does not have to provide secure accommodation and if it cannot (or does not accept the need) then the young person must still be transferred unless serious harm to the public would occur. The local authority can place a young person at home or anywhere they decide is suitable.
